Ice Dams: Why They Form and What Actually Stops Them
An ice dam is not a roofing problem. It is an insulation and ventilation problem that shows up on the roof, which is why replacing shingles rarely fixes it.

Every Chicago winter produces the same call: water coming in at an exterior wall or a ceiling edge after a thaw, and a row of icicles along the gutter. The instinct is that the roof has failed. Usually it has not.
What an ice dam actually is
Snow sits on the roof. Heat escaping from the house warms the underside of the roof deck, and the snow directly above it melts. That meltwater runs down the slope until it reaches the eave, which overhangs unheated space and stays at outside temperature. There it refreezes, and a ridge of ice builds up. Once that ridge is thick enough, the next meltwater has nowhere to go. It pools behind the dam, and standing water works its way back up under the shingles - which are designed to shed water running down, not to hold water sitting still. It then arrives inside, usually at the top of an exterior wall.
Why new shingles usually do not fix it
Because the cause is inside the house. If heat is still escaping into the attic, a brand new roof will produce ice dams in exactly the same places the old one did. This is worth knowing before spending on a roof to solve a leak that appears in January. A new roof is sometimes the right answer, and where the existing roof is genuinely at end of life it is - but it should be sold to you as a roof replacement, not as an ice dam cure.
What actually stops them
Three things, in this order. Air sealing - stopping warm air leaking from the living space into the attic through gaps around light fixtures, bath fans, the attic hatch and top plates. This is the highest-value fix and the one most often skipped. Insulation - once the leaks are sealed, adequate depth keeps the attic close to outside temperature so the snow above does not melt. Ventilation - soffit and ridge venting that lets cold air move through the attic and carry away any residual heat. A common fault we find is insulation stuffed into the eaves, blocking the soffit vents it was meant to sit behind, which defeats the ventilation completely.
What belongs on the roof itself
Where a roof is being replaced anyway, ice and water shield along the eaves is the belt-and-braces layer. It is a self-adhering membrane that seals around fasteners and stops water penetrating even if a dam forms above it. It does not prevent ice dams - it limits the damage when one happens. Proper flashing at valleys, chimneys and wall junctions matters for the same reason: those are where water finds its way in once it is not moving in the direction the roof expects. What not to do
Do not chip at the ice with anything hard. Every winter somebody puts a hole through their own shingles trying to break a dam with a hammer or an axe, and turns a slow leak into an immediate one. Roof rakes used from the ground can safely clear snow from the lower few feet, which removes the material the dam forms from, and that is a reasonable emergency measure. Salt products marketed for ice dams can damage shingles, gutters and the planting below them. If water is actively coming in, the priority is managing it inside while the melt runs its course, then diagnosing the attic before next winter.
